Yeah, that's pretty troubling. I don't know if there's much we can do about suggesting a law as foreigners, but it's good that you're trying to give them things to do.
It might not be bad to go on a field trip with them sometime. I know how it sounds, but we could all afford to get to know the area as well as we can. They'll see it as fun, but it'll give you some perception on the lay of the land, so to speak.

Another stated a preference for animals so I directed him to a reputable farmer in need of help wintering his cattle.
It's ridiculous that there isn't some sort of social safety net to deal with this sort of thing.
